The Government of North Macedonia is preparing the World Bank-financed investment operation “Zletovica Productivity through Irrigation and Renewable Energy” to support Phase II irrigation and Phase III hydropower development of the Zletovica Hydrosystem. The Project Implementation Unit (PIU) for the Agriculture Modernization Project, in close partnership with PS Zletovica, will support the preparation of these investments.
A Senior Hydraulic and Water Resources Engineer (International Consultant) will be engaged as Technical Team Leader.

Objective of the Assignment
The objective of the assignment is to provide overall technical leadership and independent engineering oversight to PS Zletovica, in coordination with the PIU, for the preparation of Phases II and III.
The Consultant will help ensure that the proposed irrigation and hydropower investments are technically sound, operationally viable, cost-effective, climate-resilient, safe, and compliant with applicable requirements. The Consultant will also coordinate and quality-assure the preparation of final construction-ready detailed designs, cost estimates, technical specifications and civil works bidding documents, and support appraisal, permitting, procurement and financing readiness.
Scope of Work and Responsibilities
The Consultant will serve as Technical Team Leader and coordinate multidisciplinary technical inputs for Phase II and Phase III. The main responsibilities will include:
- providing overall technical leadership and coordinating the work of technical specialists;
- reviewing available studies, designs, surveys, hydrological and meteorological data, operating information and investigations;
- reviewing and guiding water-resources and hydraulic analyses, including water balance, irrigation demand, reservoir operation, climate-change and drought scenarios, conveyance capacity and hydraulic modelling;
- advising on the screening, sequencing and prioritization of irrigation and hydropower investments;
- leading the technical review and quality assurance of final construction-ready detailed designs, drawings, calculations, specifications, bills of quantities, cost estimates and implementation schedules;
- reviewing technical interfaces with Kneževo Dam, reservoir operations, dam safety, hydropower and existing infrastructure;
- integrating relevant environmental and social requirements into designs, specifications and bidding documents;
- supporting technical inputs required for international waterways assessments under OP 7.50;
- providing engineering inputs for economic and financial analyses, cost estimates, energy generation, irrigation benefits and jobs contribution reporting;
- supporting permits, regulatory compliance and preparation of a permit and approval matrix;
- reviewing and finalizing technical parts of procurement and bidding packages and supporting procurement processes;
- advising on construction supervision, quality assurance, testing, commissioning, asset management, operation and maintenance, automation and SCADA;
- preparing technical reports and decision notes, supporting capacity building, and participating in World Bank missions and technical meetings.
Deliverables
The Consultant will be required to prepare:
- an Inception Report and Readiness Work Plan;
- a Design Basis and Appraisal Inputs Package;
- Detailed Design Review Memoranda;
- a Permit and Regulatory Readiness Package;
- a Final Bidding Readiness Package; and
- Periodic Progress and Mission Outputs, including a final completion report.
Deliverables shall be submitted in English, in editable and PDF formats, together with underlying calculations, models, drawings, schedules and comment-response matrices, as applicable.
Qualification and Experience Requirements
The Consultant should have:
- a Master’s degree in civil, hydraulic, water resources, irrigation, hydropower, or a closely related engineering field;
- at least 15 years of relevant professional experience in hydraulic engineering, water-resources planning, irrigation infrastructure, hydropower and multipurpose water systems;
- senior-level experience in at least three large or technically complex irrigation or multipurpose water-resources projects;
- experience as Team Leader, Technical Team Leader, Lead Engineer or Independent Technical Reviewer in at least two multidisciplinary assignments;
- demonstrated experience reviewing final detailed designs, calculations, drawings, technical specifications, bills of quantities, cost estimates and civil works bidding documents;
- strong experience in hydrological and hydraulic analysis, water allocation, reservoir operation, climate resilience, irrigation demand, pumping and conveyance systems;
- strong analytical, leadership, coordination and technical writing skills; and
- excellent written and spoken English.
Experience with World Bank-financed projects, OP 7.50, the Environmental and Social Framework, Procurement Regulations and Standard Procurement Documents is a strong advantage. Experience in North Macedonia, the Western Balkans or countries with comparable technical and regulatory conditions is desirable. Knowledge of Macedonian or another relevant regional language is an advantage.
Duration and Duty Station
The assignment is expected to require up to 90 working days during the GFPP implementation period, ending in December 2027.
The Consultant may work remotely and in North Macedonia, subject to the approved work plan. At least one-third of the total level of effort shall be delivered in North Macedonia. When working in North Macedonia, the Consultant will be based primarily at PS Zletovica’s offices, with travel to project sites and relevant institutions. Monthly trips to North Macedonia will be required, as agreed with PS Zletovica and the PIU.
