1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on April 15th, 2022.

2. The Ministry of Agriculture, Forestry and Water Economy of the Republic of North Macedonia has received a loan from the International Bank for Reconstruction and Development toward the cost of Agriculture Modernization Project, and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB:  Procurement of backbone and front-end Hardware, Software licenses for business intelligence tool and localization, training and support services for Integrated Data Platform for the Ministry of Agriculture, Forestry and Water Economy.

3. The Ministry of Agriculture, Forestry and Water Economy of the Republic of North Macedonia serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Procurement of backbone and front-end Hardware, Software licenses for business intelligence tool and localization, training and support services

4. Bidding will be conducted using the National Competitive Bidding (NCB) procedures specified in the World Bank’s Procurement Regulations of the World Bank for Investment Projects Financing (IPF) - Procurement for IPF - Goods, Works, Non-consulting and Consulting services from July 2016, revised in November 2017, August 2018, (Regulations) and is open to all Bidders eligible as defined in these Regulations, that meet the following minimum qualification criteria:

  • The Bidder must have experience under Information System contracts in the role of prime supplier, management contractor, Joint Venture (JV) leader/member, or subcontractor for at least ten (10) years prior to the bid submission deadline. For contracts under which the Bidder participated as a joint venture member or sub-contractor, only the Bidder’s share, by value, and role and responsibilities shall be considered to meet this requirement.
  • The Bidder must have proven experience as a prime supplier, JV member, sub-contractor, in at least three (3) contracts within the last ten (10) years, each with a value of at least EUR 400 000, that have been successfully and substantially completed and that are like the proposed Information System. i.e.  involving development, installation, data exchange and provision of technical support for Information Systems of similar functional/technical characteristics in the public sector*. The successfully completed similar contracts shall be documented by a copy of an Operational acceptance certificate (or equivalent documentation satisfactory to the Purchaser) issued by the purchaser(s).
  • The Bidder must provide valid ISO Standards: 9001:2015; ISO Standard 27 001; ISO Standard 20000-1:2018.
  • Demonstrate minimum average annual turnover of EUR 800 000, calculated as total certified payments received for contracts in progress or completed, within the last three (3) years;
  • The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement: EUR 140 000.
  • Submission of audited balance sheets or if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last five (5) years to demonstrate the current soundness of the Bidders financial position and its prospective long-term profitability.

* The credibility of mentioned experience shall be presented in a list of the required similar project/contracts as required above, including description of      contracts provided (including information on contract value, contracting entity/client, project location/country, duration, assignment budget, percentage carried out by the bidder in case of association of firms or subcontracting and main activities) and accompanied by certificates/confirmation of orderly fulfilment of the contracts verified by other party from such contracts.

 

5. Interested eligible Bidders may obtain further information from Ministry of Agriculture, Forestry and Water Economy of the Republic of North Macedonia and inspect the bidding documents at the address given below from 10:00 – 14:00. 

6. A complete set of bidding documents in English shall be forwarded via e-mail to interested eligible Proposers upon the submission of a written application to the address below “free of any charge”, only in electronic format.

7. Bids must be delivered to the address below at or before Wednesday, June 5th, 2024, 11:00hrs (local time).  Bids need to be secured by Bid Security. The amount of Bid Security required is MKD 370.000,00.  Late bids will be rejected.  Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at Wednesday, June 5th, 2024, 11:30hrs (local time).

8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, can result in ineligibility to be awarded World Bank-financed contracts.
