Assignment Title: International Consultant for the Definition of Data Variables to be Included in the Integrated Data Platform
Reference No. (as per Procurement Plan): AMP/IC/SC2.1-1.1
The Ministry of Agriculture, Forestry and Water Economy (MAFWE) of the Republic of North Macedonia has received financing from the World Bank toward the cost of the Agriculture Modernization Project (AMP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include assessing the current status (status quo) of data collection (variables and institutions collecting them), and providing an Acton Plan for development of missing data by responsible bodies within and outside MAFWE; and supervision and support of the development of manuals and protocols for data collection on the missing data variables.
The Consultant is expected to work under a lump sum arrangement. The estimated staff time required is estimated at approximately 60 person-days of which at least 20 are expected to be spent in Skopje, North Macedonia.

The Ministry of Agriculture, Forestry and Water Economy now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information curriculum vitae and references (in English language only) demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- University Degree in agricultural economics, agriculture or economics;
- At least 3 years of demonstrated working experience in EU agricultural and rural development policy analysis, including working experience in the application of the Common Agricultural Policy (CAP) Common Monitoring and Evaluation Framework (CMEF) and data collection methods;
- Demonstrated experience on working collaboration with public sector bodies dealing with agriculture and rural development, including local authorities, is desirable;
- Written and spoken fluency in English is essential;
- Computer literacy is essential.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018[1] (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment:
3.17 (d) Consultants (including their experts and other personnel, and sub-consultants), that have a close business or family relationship with a professional staff of the Borrower, or of the project implementing agency, or of a recipient of a part of the Bank’s financing, or any other party representing or acting on behalf of the Borrower, that is directly or indirectly involved in any part of:
i. the preparation of the TOR for the assignment;
ii. the selection process for the contract; or
iii. the supervision of the contract, may not be awarded a contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Bank throughout the selection process and the execution of the contract.
A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
