REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANTS)

Assignment Title: Strengthening the Monitoring Capacity of the Ministry of Agriculture, Forestry and Water Economy (MAFWE) of Republic of North Macedonia
Reference No. (as per Procurement Plan): AMP/IC/SC2.1-1.4

The Ministry of Agriculture, Forestry and Water Economy (MAFWE) has received financing from the World Bank toward the cost of the Agriculture Modernization Project (AMP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include assessing the current status (status quo) of the monitoring and evaluation system for agricultural and rural development policy, and providing an Acton Plan for implementing new monitoring and evaluation system for agricultural and rural development, consistent with the CAP post – 2020 requirements

The Consultant is expected to work under a lump sum arrangement. The estimated staff time required is estimated at approximately 120 person-days of which about 40 are expected to be spent in Skopje, Republic of North Macedonia.

The Ministry of Agriculture, Forestry and Water Economy now invites eligible  Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information curriculum vitae and references in English language only) demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 

Education and Skills:

  • University Degree in agriculture, economics, geography or any area relevant to the assignment;
  • Postgraduate Degree on one or more of the above is highly desirable;
  • Written and spoken fluency in English;
  • Computer literacy;


General professional experience:

  • Minimum 10 years of working experience from the graduation;
  • Proven knowledge of EU rural development, agricultural, and pre-accession policies and procedures;

Specific professional experience:

  • At least 5 years of demonstrated working experience in the application of the Common Agricultural Policy (CAP) Common Monitoring and Evaluation Framework (CMEF), including data collection methods, estimation of indicators and its utilization for policy formulation;
  • At least 4 years of demonstrated working experience in the supervision of work on agricultural and rural development policy M&E;
  • Ability to lead and manage project teams, knowledge of project planning techniques and tools;
  • Working experience with public sector bodies dealing with agriculture and rural development, including local authorities, is desirable.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018[1] (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment:

3.17 (d) Consultants (including their experts and other personnel, and sub-consultants), that have a close business or family relationship with a professional staff of the Borrower, or of the project implementing agency, or of a recipient of a part of the Bank’s financing, or any other party representing or acting on behalf of the Borrower, that is directly or indirectly involved in any part of:

i. the preparation of the TOR for the assignment;

ii. the selection process for the contract; or

iii. the supervision of the contract, may not be awarded a contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Bank throughout the selection process and the execution of the contract.


A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
